Movement Protocols
Administrative Order 06/31 prescribes movement protocols for Inmate Prostitutes in order to ensure their safe custody while moving from one point to another. Movement protocols apply equally regardless of whether an Inmate Prostitute has a Muslim or kuffar background.
- When moving inside the Dormitory area, girls are permitted to move freely (outside of lockdown hours).
- When moving outside the Dormitory area, girls must be escorted by a custodial staff member. The girl must bow 90 degrees forward at the waist and lock her hands behind her back. The staff member is to stand to the girls' left, and grip her hair with his right fist in order to control her movement. With his hand, the staff member can command the girl to move forward, turn left, turn right, or heel. When he releases his grip, the girl must immediately stop moving and adopt an "at ease" kneeling position.
