Administrative Order 06/43 was an executive decree by the Administrative Committee of Buhayra Group, the largest operator of specialized custodial facilities for indentured Inmate Prostitutes in the Middle East and North Africa. The AO came into effect on 1 January 2044.

The effect of the Administrative Order (AO) was to introduce sweeping reforms to the management of more than 5,000 Inmate Prostitutes incarcerated in 28 Buhayra's privately-run Women's Dormitories in Saudi Arabia, the United Arab Emirates, Qatar, Egypt, Bahrain, Morocco and Tunisia.

Most notably, the AO introduced sharply differentiated management protocols for Muslim and Non-Muslim (kuffar) Inmate Prostitutes through restructured custody categories. While Muslim Inmate Prostitutes previously received certain privileges, the AO instituted measures which stripped their kuffar counterparts of many of their basic freedoms, instead replacing them with degrading and humiliating regulations designed to "help them learn their place".

For instance, kuffar Inmate Prostitutes, who in 2032 comprised more than 93% of the total number of indentured women in Buhayra custody, were completely prohibited from possessing or wearing any articles of clothing, footwear or accessories as a result of AO 06/43. Prior to this, they had been permitted to purchase approved articles of clothing from their respective commissaries with their own personal Amanat funds, a policy that was "important for mental and psychological health" because it "afford at least a basic veneer of dignity".

In addition, AO 06/43 required Dormitory management staff to permanently classify kuffar women in custody Category C, and made them ineligible for upgrade or promotion regardless of conduct.

This meant that more than 2,000 women were stripped of their Category B status, which would have taken them at least two years to earn. In addition, more than 300 women were stripped of their Category A status, which was previously conferred on Inmate Prostitutes who had attained promotion to the rank of Senior Attendant or Executive Attendant - an achievement that was possible only following at least four years of spotless conduct and exceptional work performance.

The brainchild of Buhayra Chief Operating Officer Mohamed Jamil Amin, AO 06/43 was believed to be a "show of power" following his appointment as Buhayra's Chief Operating Officer and Chairman of the Administrative Committee at the young age of 26. Critics have alleged that Amin's primary impetus for the AO's most punitive measures was his "deep-seated racism and hatred for non-Muslims", fueled by his belief that Western nations had conspired with Israel to inflict "generational harm" on the global Arab community, particularly Palestinians.

However, Buhayra officially stated that the AO's aims were to "introduce a uniform framework for discipline and regimentation" in all of its Women's Dormitories so as to "help facilitate the rehabilitation of Inmate Prostitutes into productive members of society". The company also stated that it had developed the regulations because of "complaints" that some "errant and disrespectful behaviors" had become "normalized" in its Women's Dormitories.

In addition to the new regulations, AO 06/43 also introduced a new Disciplinary Code for Inmate Prostitutes for enforcement purposes, with penalties including fines, suspensions, loss of privileges, retraining, and confinement in an Isolation Cell. Penalties were also introduced for staff members who knowingly allowed Inmate Prostitutes under their watch to violate the rules.

Eligibility: Muslim Inmate Prostitutes are provisionally classified in this category at in-processing. Kuffar Inmate Prostitutes are eligible following 24 months with a clean disciplinary record. Category A: Honor category for Inmate Prostitutes assessed to be model prisoners at minimum risk of security or disciplinary violations. Eligibility: Candidates must (a) have held Category B status for 24 months, (b) have a clean disciplinary record and (c) be approved by the Superintendent.

Category C2: Probationary category for Inmate Prostitutes with no proven history of good conduct. Eligibility: All kuffar Inmate Prostitutes are classified in this category at in-processing. Category C1: Entry-level category for Inmate Prostitutes assessed to be at medium risk of security or disciplinary violations. Eligibility: Candidates must (a) have held Category C2 status for 30 months and (b) have a clean disciplinary record. Category B: Trusted category for Inmate Prostitutes assessed to be at low risk of security or disciplinary violations. Eligibility: Muslim Inmate Prostitutes are provisionally classified in this category at in-processing. Kuffar Inmate Prostitutes ineligible. Category A: Honor category for Inmate Prostitutes assessed to be model prisoners at minimum risk of security or disciplinary violations. Eligibility: Candidates must (a) have held Category B status for 24 months, (b) have a clean disciplinary record and (c) be approved by the Superintendent.

Attire Regulations

Upper Body Attire	Category B and C: Wearing of approved upper-body coverings (i.e. white T-shirts or tops) is permitted on Dormitory premises during Personal Time. Clothing items must be purchased from the Commissary with personal amanat funds. Coverings must end at least 3 inches above the navel. Inmate Prostitutes must remove all body coverings immediately when instructed by staff. No clothing is permitted during inspections. Category A: As above, with additional option to wear black stockings and heels as an alternative to standard admin attire.	Category C: All upper-body coverings are strictly prohibited at all times on Dormitory premises. Ownership of Clothing	Category B: Each girl may own a maximum of two tops and one headscarf, to be stored in the personal effects tub in her cell at all times. Category A: Each girl may own a maximum of three tops, three sets of black stockings, and one headscarf, to be stored in the personal effects tub in her cell at all times.	Category C: No clothing may be owned or possessed at any time. If any item of clothing is found in a girl's cell, it will be deemed as contraband and liable to be confiscated. The girl may also be formally charged in disciplinary proceedings for Possession of Contraband.
Ownership of Footwear and Accessories	Category B: Each girl may own a maximum of one pair of black slippers, one decorative anal plug, and one personal accessory item (e.g. necklace, collar, bracelet, body chain) not including a standard-issue anal plug. Category A: Each girl may own a maximum of two pairs of black slippers, one pair of high heels, three sets of black stockings, and three personal accessory items.	Category C2: Strictly no footwear or accessories may be owned or possessed at any time. Category C1: Each girl may own a maximum of 1 decorative anal plug.
Personal Effects Tub	Category B and A: Each girl is provided with a 25-gallon plastic tub for storage and organization of personal effects.	Category C2: No personal effects tub is provided. Category C1: Each girl is provided with an 8-gallon plastic tub for storage and organization of personal effects.
Storage of Medicine	Category B: Each girl may store a maximum of 4 medicine items in her cell at any time. Category A: Each girl may store a maximum of 10 medicine items in her cell at any time.	Category C2: Storage of medicine items in personal cell area is strictly prohibited at all times. Category C1: Each girl may store a maximum of 2 medicine items in her cell at any time.
Storage of Food	Category B: Each girl may store a maximum of 4 food items in her cell at any time. Category A: Each girl may store a maximum of 10 food items in her cell at any time.	Category C2: Storage of food items in personal cell area is strictly prohibited at all times. Category C1: Each girl may store a maximum of 2 food items in her cell at any time.
Personal Amenities	Category B: All Category C1 allowances apply, plus 1 additional hair tie, 1 shampoo, 1 shower gel, 1 scented deodorant and 1 cosmetics set. Category A: All Category B allowances apply, plus 1 additional towel, 1 shower gel, 1 conditioner, 1 Thermos flask, 1 analog alarm clock, 1 bamboo mat and 1 air pillow	Category C2: Each girl is permitted to store up to 1 hair tie, 1 towel, 1 bar soap, 1 toothbrush, 1 toothpaste and 1 standard-issue anal plug. Category C1: All Category C1 allowances apply, plus 1 additional hair tie, 1 Argan oil, 1 plastic mug and 1 bamboo cutlery set.

Movement Protocols

Administrative Order 06/31 prescribes movement protocols for Inmate Prostitutes in order to ensure their safe custody while moving from one point to another. Movement protocols apply equally regardless of whether an Inmate Prostitute has a Muslim or kuffar background.

• When moving inside the Dormitory area, girls are permitted to move freely (outside of lockdown hours).
• When moving outside the Dormitory area, girls must be escorted by a custodial staff member. The girl must bow 90 degrees forward at the waist and lock her hands behind her back. The staff member is to stand to the girls' left, and grip her hair with his right fist in order to control her movement. With his hand, the staff member can command the girl to move forward, turn left, turn right, or heel. When he releases his grip, the girl must immediately stop moving and adopt an "at ease" kneeling position.
