This person is a Skyshroud officer and a member of the command staff of Saturn Base.
Bruce Powell McClendon (born 5 March 1973) is an American mercenary and former military officer who has been employed since 3 April 2025 by the private military company Skyshroud LLC. He currently holds the rank of General, and has held his current appointment of Commander of Saturn Base since 19 March 2033. He previously served in various other command and staff roles at Skyshroud, including Director of the Skyshroud Strategy Branch (2030 - 2033) and Commander of the 19th Combined Arms Division (2025 - 2030).
Prior to joining Skyshroud, McClendon served from 1992 to 2023 in the United States Army before retiring as a Major-General. He spent the entirety of his service in the US Army Corps of Engineers, and served a total of eight combat tours in Iraq and Afghanistan, including in Operation Iraqi Freedom and Operation Enduring Freedom.
"As the Commander of Saturn Base, General McClendon is essentially the governor of Skyshroud's slice of sovereign territory in Djibouti. He wields immense power, and also bears immense responsibility - he is the man who oversees the security and protection of Djibouti. Although he is an American, we hope that he will exercise his responsibilities to his host country in a fair and even-handed manner."

McClendon has been described by some critics as a "warlord" and an "colonialist" due to the powers which he holds as the Commander of Saturn Base. In response, he has asserted that he had "completely nothing to do with the negotiations leading up to the Lease Agreement", and that he sees his role as "merely upholding and enforcing whatever has been agreed by [Skyshroud] and the Government of Djibouti".
McClendon has repeatedly emphasized his respect for the people and culture of Djibouti. Despite being a Christian, he has claimed to be "very familiar with the workings of Islam", having learned about the religion following multiple combat tours in Iraq and Afghanistan while serving in the United States Army. He has praised Islam for containing "a wealth of wisdom that every single person on this planet should learn from".
In June 2034, McClendon reported that piracy in the Gulf of Aden had been "virtually eradicated", attributing this to the "strong deterrent" created by the presence of Saturn Base in the region, as well as other parallel initiatives by Skyshroud to champion economic development and education in Eyl, Somalia, the former hub of pirate syndicates.
In September 2034, McClendon disclosed that Skyshroud forces operating from Saturn Base have played a "critical role" in the ongoing war against terrorist group Boko Haram, having made substantial contributions of intelligence, local contacts, strategy, technology and personnel. He stated that Boko Haram was a "scourge which must be completely wiped out and eliminated at its root", and that he would not consider his mission to be complete until Umar Shekau is "captured and brought to justice".
