The Abu Hamour Women's Dormitory (Arabic: سكن أبو حمور للطالبات), often referred to by the metonym Abu Hamour, is a custodial facility for women located in Al-Rayyan District, Doha, Qatar. The facility is owned and operated by Buhayra Group under special license from the Qatari government. Abu Hamour houses 264 Inmate Prostitutes indentured to Buhayra under Criminal Indenture Orders, all of whom are compulsorily employed at adult entertainment businesses in the Doha region pursuant to labor lease agreements.

Abu Hamour is classified as a Grade III (medium-security) facility, and primarily houses kuffar Inmate Prostitutes who have been convicted of non-violent crimes including drug abuse, public morality offenses, property offenses, and white-collar offenses.

The facility occupies over 52,000 square feet of floor area spread over three levels, including a ground floor and two subterranean levels. It contains administrative offices for management and custodial staff, an assembly area on each floor, exercise facilities, and catering facilities.

"When you think of Qatar, the first images that come to mind are of gleaming skyscrapers, spotless streets, and efficient public amenities. But Abu Hamour is the total opposite of that - it is squalid, bleak, depressing and unbearably hot. It is a hellish environment in which no rehabilitation is possible because it has been designed solely to punish. There's absolutely nothing you can do there except hate yourself for whatever you did that got you there in the first place."

Management

Management Structure

The management team at Al-Jafr Women's Dormitory is headed by the Superintendent, who reports directly to the Curator of The Kasbah. Outside of official working hours, the Curator delegates his authority as legal conservator of the Inmate Prostitutes to the Superintendent.

The Superintendent is assisted by the following personnel:

Deputy Superintendent: The Deputy Superintendent is the second-in-command of the facility, and oversees various administrative matters including vaccinations, STD testing, the annual SWIFT Test, commissary supplies, mess hall supplies and Amanat accounts.

Discipline Master: Also known as the "Whip Hand", the Discipline Master is responsible for maintaining regimentation and discipline within the Dormitory premises, and has the authority to impose informal punishments as well as to bring formal disciplinary charges against Inmate Prostitutes who commit offenses.
Guard Commanders: Guard Commanders hold the rank of corporal or sergeant, and lead a team of four custodial guards. There is a Duty Guard Commander assigned to oversee operations each day.
Custodial Guards: Custodial Guards are trained paramilitary operatives who were previously employed by Skyshroud. They operate in teams of four, and are responsible for safety, security and preventing disciplinary violations. At least one team is on duty at all times.

Peer Supervision System

Al-Jafr Women's Dormitory practices a peer supervision system, in which Inmate Prostitutes themselves are entrusted with certain responsibilities in regards to the maintenance of order and discipline. Introduced in 2030 by Curator Kamil Johari, this system was intended to reflect a shift in priorities towards rehabilitation.

Under the system, one Inmate Prostitute from each cell block is designated as the Block Representative, and is to assist the staff in conducting routine inspections, assembling her block mates before reporting to work and after dismissal from work, and ensuring that her cell block is clean and well-maintained at all times. In addition, the Block Representative is also charged with reporting any disciplinary violations to the staff. She is required to report to the Duty Guard Commander immediately before first inspection and immediately after lockdown each day.

In addition, Inmate Prostitutes are also appointed to the designations of Common Room Representative, Yard Representative, Gym Representative and Showers Representative. These four representatives are charged with ensuring that their respective facilities are kept clean and well-maintained, and that there is no unauthorized use of the facilities.

Typically, the Inmate Prostitutes who are appointed to peer supervisory positions are those who have served at least three years at Al-Jafr Women's Dormitory, with priority given to those who are on track to be released within 18 months or less. Appointments are rotated every three months.

Trustee Prostitutes

Trustee Prostitutes are 'Lifer' Inmate Prostitutes who have been specially appointed to assist the staff at Al-Jafr Women's Dormitory in a general labor capacity following their retirement from front-line service due to advancing age and declining economic viability. Their duties may include cleaning, maintenance, garbage disposal, meal preparation and general errands. They are given Category A status and are housed in single-occupancy cells in the Honor Block. In general, they are allowed a high degree of freedom and flexibility, although they still remain Inmate Prostitutes.

Typically, Inmate Prostitutes who experience a decline in their earnings as they approach their mid-30s are transferred out to a lower-end Altar Group property to continue working and servicing their debt. 'Lifers' with substantial outstanding balances that are unlikely to ever be paid off are expected to continue working until their death or incapacity, and are moved to increasingly lower-end properties as they age - until they find themselves at a one-star property, servicing impoverished rural laborers in developing regions.

However, a very select number of 'Lifers' are offered the opportunity to remain at Al-Jafr as Trustee Prostitutes. These positions are exceedingly scarce, and are reserved for Inmate Prostitutes who have demonstrated excellent performance and flawless conduct. Competition for these positions can be very political, with 'Lifers' beginning court the favor of staff members months or even years before they approach retirement age.

Abu Hamour Women's Dormitory observes the following daily schedule:

11.30 am	Second Inspection	Assembly Hall	Girls are required to be in inspection position by 11.25 am, and are expected to be properly presented (including make-up and perfume) and ready to report for work. Cell block representatives must be ready to receive the duty guard commander.
12.00 pm	Work	Clubhouse	During the official work hours of 12.00 noon to 12.00 midnight, Inmate Prostitutes are in the custody of their respective work units.
12.00 am	Dismissal from Work and Roll Call	Cell Block	Girls who are not booked for the final 11.00 pm slot may be allowed to return to the Dormitory earlier. Girls who are booked for overnight service are exempt from roll call and Third Inspection, and are only required to report for First Inspection at 7.00 am the following morning.
12.15 am	Personal Time	Cell Block	Supper is served in the mess hall from 11.30 am to 1.30 am daily. Girls may visit at their convenience. Girls are permitted to move freely across all non-restricted areas during this time.
2.00 am	Third Inspection	Cells	Girls are required to be in inspection position by 1.55 am. Girls must be properly presented (including plugs) and cells must be clean. The cell block representative must be ready to receive the duty guard commander.
2.00 am	Lockdown	Cells	Lockdown begins immediately after Third Inspection. No movement or noise is permitted.

Ramadan Schedule

During the month of Ramadan, Muslim Inmate Prostitutes are dismissed from work one hour earlier, at 11.00 pm, for iftar. They will join up for Third Inspection at the same time.

Attire Regulations

Attire During Personal Time

Muslim Inmate Prostitutes - Compliant attire may be worn during Personal Time or during Lockdown hours. Clothing options include white tank tops, white T-shirts or white tube tops. Tops must be clearly labeled with the word sharmouta (whore) in Arabic and English in prominent black font on the back, and must end no less than 3 inches above the navel. Accessories such as bracelets, collars, waist chains and decorative anal plugs are permitted. Compliant footwear (restricted solely to black flip-flops) is permitted. Bottoms are not permitted. Girls must ensure that their pussies are clearly visible and accessible at all times. Anal plugs must be worn at all times and may not be removed. Clothing privileges may be revoked at any time, for any reason. Girls must remove their clothing when instructed to do so by staff.

Kuffar Inmate Prostitutes - Clothing is strictly prohibited. Footwear and accessories are strictly prohibited, except for standard-issue anal plugs. Girls must ensure that their breasts and pussies are clearly visible and accessible at all times. Anal plugs must be worn at all times and may not be removed.

Attire During Inspections

All Inmate Prostitutes must be fully nude during inspections. All forms of clothing, footwear and accessories (except anal plugs) are strictly prohibited.

Regimentation and Discipline

Abu Hamour maintains a strict regimentation and discipline framework with the intent of ensuring that Inmate Prostitutes are fully focused on their work and careers without any distractions. These rules are enforced by the Superintendent and his custodial staff.

Sexual Access and Sexual Service Requirements

Pursuant to Qatari kefala and indenture laws, Inmate Prostitutes do not have the right of consent to sexual interaction with any other person. They are bound by the sexual access requirement, which stipulates that an Inmate Prostitute must promptly allow and facilitate sexual access to her body whenever demanded, as well as the sexual service requirement, which stipulates that an Inmate Prostitute is required to immediately comply with any instruction to provide sexual service.

Best Effort Requirement

Altar's policy requires each Inmate Prostitute to provide sexual services "to her best effort and ability" whenever required to do so. Abu Hamour enforces this rule strictly but fairly. Typically, staff members ill first deliver a verbal warning if they believe that an Inmate Prostitute is not giving her best effort while servicing them. If the level of service does not improve following the warning, the Inmate Prostitute may be charged for malingering.

Attire and Physical Presentation

Attire Regulations Before 2032

Prior to 1 January 2032, all Inmate Prostitutes at Abu Hamour were permitted to own and wear clothing as long as the sexual access and sexual service requirements are adhered to. This meant that the girls were allowed only to wear white tops which ended at least 3 inches above the navel. Each girl had the responsibility of ensuring that her pussy was both visible and accessible at all times, failing which she could be subject to disciplinary action.

Clothing was purchased from the commissary using the girls' personal Amanat funds, which they began accruing 3 months from the date of their arrival at Abu Hamour subject to a daily cap of $0.14 to $0.28 per day depending on their custody status.

The cost of a basic white tank top was $20, meaning that an Inmate Prostitute would be able to afford her first clothing purchase after approximately 142 days of work. Girls with Category C status were allowed to own only one item of clothing, while girls with Category B status were allowed to own up to 3 items of clothing.

Clothing could not be worn during inspections.

The wearing of clothing was regarded as a privilege and not a right, meaning that staff members could order Inmate Prostitutes to remove their clothing at any time. Any time a girl abused her privilege, her clothing could be confiscated.

Attire Regulations After 2032

On 12 November 2031, Superintendent Adnan Barqawi issued Administrative Order 06/31, which was to take effect on 1 January 2032. The order restricted the wearing of clothing to Muslim Inmate Prostitutes only. Moreover, the order also required the commissary to print the word sharmouta (whore) in both English and Arabic in large black font on the back of all tops, and to set the minimum price of tops at $45.

The order completely prohibited kuffar Inmate Prostitutes from owning or wearing clothing on Dormitory grounds.

Following the promulgation of Administrative Order 06/31, kuffar Inmate Prostitutes were encouraged to hand in any articles of clothing in their possession as soon as possible. Girls who turned in their clothing to the commissary by 15 November were provided with a one-time incentive payment of $0.50 into their amanat accounts for each article of clothing surrendered. The incentives continued until 15 December, however, the payment was reduced to $0.25 per article of clothing handed in before 1 December, and $0.10 per article of clothing handed in before 15 December.

With effect from 1 January, any kuffar girl found to be in possession of any article of clothing was liable to be formally charged with the offense of possession of contraband, with the maximum penalty being a fine of $20,000 and loss of privileges for 30 days.

Black Stockings

Category A Inmate Prostitutes (i.e. those who hold the designation of Senior Attendant at The Kasbah) may wear black stockings and matching high-heeled shoes while on Dormitory premises. It is not a requirement for the stockings to be worn with the heels; they may also be worn on their own. Category A Inmate Prostitutes are also permitted to wear tops, however, they may not wear both a top and stockings at the same time.

When an Inmate Prostitute receives a Category A designation, she is provided with one set of black stockings and high heels for free. Additional stockings may be purchased from the commissary for $36.40, and additional high heels can be purchased for $39.20. For an Inmate Prostitute holding the job grade of Senior Attendant I, this is equivalent to approximately 22 and 24 days of fully capped welfare contributions respectively.

Despite the fact that the stockings do not cover the breasts, thus affording less "modesty" than the tops, they are nevertheless the preferred attire choice of Category A Inmate Prostitutes because of the prestige associated with Category A status. Additionally, by making their status easily visible, they are able to ensure better treatment from staff members.

Inspections

Inmate Prostitutes at Al-Jafr Women's Dormitory are subject to three routine inspections per day. In addition, they may also be subject to any number of ad-hoc or unscheduled inspections. Attendance at each inspection is mandatory, and adherence to the correct form and etiquette is strictly enforced. While awaiting inspection, fidgeting or other unnecessary movement is not permitted.

Inmate Prostitutes are not permitted to wear any clothing, footwear or accessories during inspections. In the case of an unscheduled inspection, Inmate Prostitutes are required to remove all clothing and fold it in a neat pile to their right.

During a routine inspection, each Inmate Prostitute is required to wait in the proper "at attention" inspection position until ordered to report by the duty guard. Upon hearing the command "report", she should reply in a loud and clear voice:

"Inmate Prostitute [number] reporting for inspection, Sir!"

She may lower her arms and assume the "at ease" kneeling position after hearing the command "carry on", and may resume normal activities upon hearing the command "dismissed".

During inspections, Inmate Prostitutes are expected to be properly cleaned and groomed, and their cells are expected to be clean and in good condition.

Deference Towards Staff

Inmate Prostitutes are required to behave in a respectful and deferential manner towards members of staff. This includes:

Addressing staff members as "Sir" or "Sayyid"
Never speaking to a staff member unless spoken to first, or unless permission has been sought and granted;
Lowering oneself to a kneeling position when speaking to or being addressed by a staff member;
Always using both hands when presenting or receiving an item;
Displaying a positive attitude whenever required to perform sexual service;
Thanking staff members after sexual service, and when dismissed;
Never spilling a staff member's seed;
Humbly accepting any discipline deemed appropriate or necessary by a staff member.

Physical Discipline

Orgasm Control

Inmate Prostitutes are strictly prohibited from having orgasms in all circumstances, without exception. The offenses of 'unauthorized orgasm' and 'attempted unauthorized orgasm' are both serious violations that may lead to formal disciplinary charges, with severe penalties. Asking a staff member for permission to orgasm is regarded as an 'attempt'.

Having an orgasm as a result of deliberate masturbation or self-stimulation is regarded as a first-degree offense unauthorized orgasm, while an involuntary orgasm during sex with a customer or staff member is regarded as a second-degree offense.

Masturbation

Inmate Prostitutes are generally prohibited from engaging in masturbation.

However, exceptions apply in situations where a staff member expressly instructs an Inmate Prostitute to masturbate. As long as the instruction originates from the staff member, the act of masturbation does not constitute an offense. Staff members may instruct Inmate Prostitutes to masturbate for a variety of reasons, including as a reward for good conduct, as a training exercise, or as an act of service for the viewing pleasure of the staff member.
