The Al-Jafr Women's Dormitory (Arabic: سكن الجفر للسيدات) is a private custodial facility located in Madinat Al-Jafr, Eastern Province, Saudi Arabia. It is owned by the Altar Group, the world's largest provider of adult entertainment services, and houses indentured Inmate Prostitutes who are employed as Attendants at The Kasbah, a five-star private gentlemen's club. The facility is connected to the main clubhouse of The Kasbah by a secure passageway, and is guarded by a detail of 16 custodial guards reporting to the Superintendent.

Completed in 2009, the facility was previously used for both the custody and training of Inmate Prostitutes. Since the opening of the Women's Vocational Training Center (WVTC) in Thamud, Yemen, in 2025, the facility has been used exclusively for custodial purposes. In 2026, the facility was reassigned to a Grade I (minimum security) classification in light of the fact that all of its Inmate Prostitutes were deemed to have undergone strict vetting during the recruitment process.

Management Structure

The management team at Al-Jafr Women's Dormitory is headed by the Superintendent, who reports directly to the Curator of The Kasbah. Outside of official working hours, the Curator delegates his authority as legal conservator of the Inmate Prostitutes to the Superintendent.

The Superintendent is assisted by the following personnel:

• Deputy Superintendent: The Deputy Superintendent is the second-in-command of the facility, and oversees various administrative matters including vaccinations, STD testing, the annual SWIFT Test, commissary supplies, mess hall supplies and Amanat accounts.

• Discipline Master: Also known as the "Whip Hand", the Discipline Master is responsible for maintaining regimentation and discipline within the Dormitory premises, and has the authority to impose informal punishments as well as to bring formal disciplinary charges against Inmate Prostitutes who commit offenses.
• Guard Commanders: Guard Commanders hold the rank of corporal or sergeant, and lead a team of four custodial guards. There is a Duty Guard Commander assigned to oversee operations each day.
• Custodial Guards: Custodial Guards are trained paramilitary operatives who were previously employed by Skyshroud. They operate in teams of four, and are responsible for safety, security and preventing disciplinary violations. At least one team is on duty at all times.

Peer Supervision System

Al-Jafr Women's Dormitory practices a peer supervision system, in which Inmate Prostitutes themselves are entrusted with certain responsibilities in regards to the maintenance of order and discipline. Introduced in 2030 by Curator Kamil Johari, this system was intended to reflect a shift in priorities towards rehabilitation.

Under the system, one Inmate Prostitute from each cell block is designated as the Block Representative, and is to assist the staff in conducting routine inspections, assembling her block mates before reporting to work and after dismissal from work, and ensuring that her cell block is clean and well-maintained at all times. In addition, the Block Representative is also charged with reporting any disciplinary violations to the staff. She is required to report to the Duty Guard Commander immediately before first inspection and immediately after lockdown each day.

In addition, Inmate Prostitutes are also appointed to the designations of Common Room Representative, Yard Representative, Gym Representative and Showers Representative. These four representatives are charged with ensuring that their respective facilities are kept clean and well-maintained, and that there is no unauthorized use of the facilities.

Typically, the Inmate Prostitutes who are appointed to peer supervisory positions are those who have served at least three years at Al-Jafr Women's Dormitory, with priority given to those who are on track to be released within 18 months or less. Appointments are rotated every three months.

Trustee Prostitutes

Trustee Prostitutes are 'Lifer' Inmate Prostitutes who have been specially appointed to assist the staff at Al-Jafr Women's Dormitory in a general labor capacity following their retirement from front-line service due to advancing age and declining economic viability. Their duties may include cleaning, maintenance, garbage disposal, meal preparation and general errands. They are given Category A status and are housed in single-occupancy cells in the Honor Block. In general, they are allowed a high degree of freedom and flexibility, although they still remain Inmate Prostitutes.

Typically, Inmate Prostitutes who experience a decline in their earnings as they approach their mid-30s are transferred out to a lower-end Altar Group property to continue working and servicing their debt. 'Lifers' with substantial outstanding balances that are unlikely to ever be paid off are expected to continue working until their death or incapacity, and are moved to increasingly lower-end properties as they age - until they find themselves at a one-star property, servicing impoverished rural laborers in developing regions.

However, a very select number of 'Lifers' are offered the opportunity to remain at Al-Jafr as Trustee Prostitutes. These positions are exceedingly scarce, and are reserved for Inmate Prostitutes who have demonstrated excellent performance and flawless conduct. Competition for these positions can be very political, with 'Lifers' beginning court the favor of staff members months or even years before they approach retirement age.

Inmate Prostitutes who are booked for overnight service are exempt from roll call and Third Inspection, and are only required to report for First Inspection at 7.00 am the following morning.

Ramadan Schedule

During the month of Ramadan, Muslim Inmate Prostitutes are dismissed from work one hour earlier, at 11.00 pm, for iftar. They will join up for Third Inspection at the same time.

Regimentation and Discipline

Although CWMC Bugis is regarded as a lenient facility, it nevertheless maintains a strict regimentation and discipline framework with the intent of ensuring that Inmate Prostitutes are fully focused on their work and careers without any distractions. These rules are enforced by the shokeitai with the assistance of Trustee Prostitutes and Inmate Prostitute "Officeholders".

Sexual Access and Sexual Service Requirements

Pursuant to the Indenture of Women Act 1955, Inmate Prostitutes do not have the right of consent to sexual interaction with any other person. They are bound by the sexual access requirement (Section 7.6), which stipulates that an Inmate Prostitute must promptly allow and facilitate sexual access to her body whenever demanded (either verbally or non-verbally), as well as the sexual service requirement (Section 7.7), which stipulates that an Inmate Prostitute is required to immediately comply with any instruction or direction to provide sexual service.

Best Effort Requirement

Section 7.7 of the Indenture Act requires each Inmate Prostitute to provide sexual services "to her best effort and ability" whenever required to do so. CWMC Bugis enforces this rule strictly but fairly. Typically, staff members at CWMC Bugis will first deliver a verbal warning if they believe that an Inmate Prostitute is not giving her best effort while servicing them. If the level of service does not improve following the warning, the Inmate Prostitute may be charged for malingering.

Attire and Physical Presentation

Pursuant to Section 7.10 (a) of the Indenture Act, CWMC Bugis, (as a Level I custodial institution) has the right to allow its Inmate Prostitutes to wear and own items of clothing as long as the sexual access and sexual service requirements are adhered to. At CWMC Bugis, this is interpreted to mean that every Inmate Prostitute's pussy should be clearly visible and accessible at all times.

Any Inmate Prostitute who does not meet the requirements to purchase and own clothing must remain completely naked at all times while on the premises of CWMC Bugis.

White Tops

CWMC Bugis permits "trusted" (Class II) Inmate Prostitutes to purchase regulation white tops from the commissary, and to wear them while on the prison premises. The white tops come in three variations - tank top, spaghetti-strap crop top, and strapless tube top. All three variations are priced similarly. They may be worn with flat sandals, or on their own without footwear.

In order to become eligible to purchase these clothing items, an Inmate Prostitute must qualify for a Class II designation, which requires her to maintain a clean disciplinary record and satisfactory (or better) work performance for a consecutive period of at least 18 months. Moreover, the clothing items are very expensive, costing ¥56.40 to ¥57.10, or approximately two months' worth of fully capped welfare contributions, to purchase.

According to CWMC Bugis regulations, tops must end at least three inches above the navel. It is the responsibility of the Inmate Prostitute to confirm the size of the top at the time of purchase.

Black Stockings

CWMC Bugis permits Inmate Prostitutes in the "honor" (Class I) category to wear black stockings and matching high-heeled shoes while on prison premises. This is regarded as the highest achievement that any Inmate Prostitute at CWMC Bugis can aspire to.

Once an Inmate Prostitute receives a Class I designation, she will receive one set of black stockings and high heels for free, provided as standard-issue amenities. Additional stockings may be purchased from the commissary for ¥32.10 (approximately three weeks' worth of fully capped welfare contributions), and additional high heels can be purchased for ¥39.20 (approximately a month's worth of fully capped welfare contributions). It is not a requirement for the stockings to be worn with the heels; they may also be worn on their own.

Class I Inmate Prostitutes are also qualified to wear tops, however, they may not wear both a top and stockings at the same time.

Despite the fact that the stockings do not cover the breasts, thus affording less "dignity" than the tops, they are nevertheless the preferred attire choice of Class I Inmate Prostitutes because of the prestige associated with Class I status. Additionally, by making their status easily visible, they are able to ensure better treatment from staff members, especially those who might not be familiar with them personally.

Inmate Prostitutes at CWMC Bugis are subject to three routine inspections per day, in addition to any number of ad-hoc or unscheduled inspections. Attendance at each inspection is mandatory, and adherence to the correct form and etiquette is strictly enforced. While awaiting inspection, fidgeting or other unnecessary movement is not permitted. Inmate Prostitutes are not permitted to wear any clothing, footwear or accessories during inspections.

During a routine inspection, each Inmate Prostitute is required to wait in the proper "at attention" inspection position until ordered to report by the duty guard. Upon hearing the command "report", she should reply in a loud and clear voice:

"Inmate Prostitute [number] reporting for inspection, Sir!"

She may lower her arms and assume the "at ease" kneeling position after hearing the command "carry on", and may resume normal activities upon hearing the command "dismissed".

During inspections, Inmate Prostitutes are expected to be properly cleaned and groomed, and their cells are expected to be clean and in good condition.

Deference Towards Staff

Inmate Prostitutes are required to behave in a respectful and deferential manner towards members of staff. This includes:

• Addressing staff members as "Sir" or "(last name) - sama";
• Never speaking to a staff member unless spoken to first, or unless permission has been sought and granted;
• Always greeting every staff member with a full 90 degree bow at the waist;
• Lowering oneself to a kneeling position when speaking to or being addressed by a staff member;
• Always using both hands when presenting or receiving an item;
• Thanking staff members after sexual service, and when dismissed;
• Never spilling a staff member's seed;
• Humbly accepting any discipline deemed appropriate or necessary by a staff member.

Orgasms and Masturbation

Inmate Prostitutes at CWMC Bugis are strictly and absolutely forbidden from having orgasms in all circumstances, without exception. The offenses of 'unauthorized orgasm' and 'attempted unauthorized orgasm' are both serious violations that may lead to formal disciplinary charges being brought via summary trial, with severe penalties. Asking a staff member for permission to orgasm is regarded as an 'attempt'.

Inmate Prostitutes are also generally prohibited from engaging in masturbation. Any sexual contact with another Inmate Prostitute is regarded as masturbation as long as (1) there is contact with the recipient's pussy, and (2) the contact was not clearly for another function or purpose, such as helping one's cell mate clean herself because she is restrained or indisposed.

However, exceptions apply in situations where a staff member expressly instructs an Inmate Prostitute to masturbate. As long as the instruction originates from the staff member (i.e. the Inmate Prostitute did not suggest or request it), the act of masturbation is permitted.
