The Taipa Women's Dormitory (Traditional Chinese: 氹仔女子宿舍) is a private custodial facility located in the Taipa district of Macau. It is owned by the Altar Group, the world's largest provider of adult entertainment services, and exclusively houses indentured Inmate Prostitutes who are employed at the five-star property Velvet Sauna. It occupies the B4 basement floor of the Altira Casino and Hotel, and has a floor area of 13,000 sq ft. It is connected to Velvet Sauna by a direct service elevator.

Completed in July 2029, the facility is the newest within Altar's global network of women's dormitories, and is equipped with modern security features, including some that are powered by artificial intelligence, which greatly reduces the workload of custodial staff. Due to extreme space constraints in Macau, the facility has the smallest cells amongst all Altar women's dormitories - the size of a standard dual-occupancy cell is only 48 sq ft. Amenities for Inmate Prostitutes include three common rooms, a multimedia room, a gym, an exercise studio, a reading room, a communal shower area, and a commissary. However, there is no outdoor recreation yard.

"We only accept girls who have a proven track record of good behavior in other facilities, so we generally don't have issues with discipline. We trust them to be responsible. At the end of the day, they know that they are privileged to even be with us, and if they give us problems, they can be sent back to the Middle East."

Taipa Women's Dormitory is considered one of the most relaxed dormitories within Altar's global network. Inmate Prostitutes are given a wide array of freedoms and privileges, and are trusted with various responsibilities including self-policing.

Custody Conditions

Housing Facilities

The cells at Taipa Women's Dormitory are among the smallest in the entire Altar custodial system, with an average living space of only 41.25 sq ft per Inmate Prostitute. This is due to the scarcity of land in Macau. However, Taipa Women's Dormitory is also one of the newest and most modern within the Altar network, offering Inmate Prostitutes a higher degree of comfort.

Instead of the usual steel bars leading out to the corridor, cells are surrounded by four solid walls of concrete. A sensor-activated metal door opens out to the corridor, and is locked shut during lockdown hours, thus offering greater privacy. Also, cells are fitted with seated flush toilets, as opposed to the squatting toilets in most other Dormitories. There is no privacy divider separating the toilet area from the rest of the cell. Every cell has a tap affixed to the wall with cold running water available 24/7.

There are two types of accommodation cells in the Dormitory:

Single-occupancy cells: Approximately 6 ft x 7.5 ft (total 45 sq ft) inclusive of toilet area; reserved for Category A Inmate Prostitutes (Senior Attendants) in H Block only
Double-occupancy cells: Approximately 7.5 ft x 10 ft (total 75 sq ft) inclusive of toilet area; default housing type for general population

All cells are fitted with two tamper-proof surveillance cameras to enforce security and discipline.

Cell Blocks and Sections

Cells are organized into Cell Blocks. There are a total of 4 Cell Blocks in Taipa Women's Dormitory:

Within each Cell Block, Inmate Prostitutes are further divided into sections of 8-10 girls each. For administrative purposes, most routine activities, including inspections, area cleaning, STD tests and medical check-ups are carried out at the section level. One Inmate Prostitute is designated as the section representative for each section. She is responsible for helping to organize her section for administrative tasks in conjunction to instructions from staff. The role of section representative rotates on a monthly basis.

The vast majority of Inmate Prostitutes are accommodated in general population. One Cell Block ('Z Block') is set aside for those serving out their sentences of Loss of Privileges.

Personal Property and Standard-Issue Amenities

Inmate Prostitutes are eligible to receive the following standard-issue amenities:

Issued Weekly: 1 x argan oil (100 ml), 1 x toilet paper, 1 x toothpaste, 1 x bar soap, 1 x towel

In addition, Inmate Prostitutes are permitted to purchase various items from the commissary using their own amanat funds, including packaged food, medicine, toiletries and clothing, up to certain limits. Any items not on the approved list, or exceeding the prescribed limits, will be considered contraband, and may be confiscated. Misuse of property is considered a disciplinary violation.

Category A Inmate Prostitutes are provided with additional comfort items, including a rubber sleeping mat, a personal grooming kit, a meal kit, a pair of high heels, a thermos flask, an analog arm clock, and an audio CD player (with headphones).

Each cell is provided with a 20-gallon plastic tub for storage purposes.

Meals

Inmate Prostitutes are provided with two meals per day, breakfast (served between 9.00 am to 11.00 am) and night snack (2.00 am to 3.30 am). Another meal is provided during work hours (8.00 pm to 9.30 pm) in the Velvet Sauna Attendants' area.

While meals are generally simple, portions are ample, and the quality of food is significantly better than at most other Women's Dormitories.

Breakfast

Breakfast is served in the mess hall daily. Inmate Prostitutes are permitted to visit the mess hall at their own convenience, and may help themselves to a spread of food laid out on the serving table.

Breakfast is the most substantial meal of the day. A typical daily breakfast spread includes bread, steamed rice, steamed vegetables, cabbage or soybean broth, plus a daily special dish of either dumplings, fried noodles, spicy tofu or baked beans and potatoes.

Twice a year, on Lunar New Year and Labor Day, Inmate Prostitutes are also allowed one boiled egg and one serving of dessert (usually Jell-O, fruit salad or red bean buns) each.

Meat and fish are not served in the Dormitory. However, dried shrimp is sometimes used in the preparation of certain dishes.

Night Snack

Night snack is served in the mess hall from 2.30 am to 3.30 am daily. Inmate Prostitutes who return from work early are permitted to visit the mess hall immediately upon their return to the Dormitory.

Night snack typically consists of a lighter spread of food items. Options may include any three out of rice, bread, porridge, Chinese dough sticks (you tiao), steamed buns (mantou), biscuits, or yellow bean soup. Inmate Prostitutes are permitted to take finger foods outside the mess hall as long as they are consumed prior to First Inspection the following day.

Additional Meals

Dinner Service: Inmate Prostitutes are provided one meal during work hours. Service is available during 8.00 pm to 9.30 pm in the Attendants' area behind the Gallery. Unlike the self-service format in the Dormitory mess hall, dinner comprises of a light packed meal comprising finger foods such as mini-sandwiches, steamed buns, steamed corn or rice balls.
Overnights with Customers: Inmate Prostitutes who are booked for overnight sessions with customers may sometimes be treated to room service. Because overnights are typically booked by the wealthiest customers, they offer the highest probability for Inmate Prostitutes to obtain "luxury foods", and are thus highly coveted opportunities.
Overnights with Staff: Inmate Prostitutes who are taken on "dates" with staff members are sometimes rewarded with snacks and treats for a job well done.

Recreation

Taipa Women's Dormitory contains a number of recreation facilities which may be accessed by Inmate Prostitutes, subject to regulations. Due to space constraints, the Dormitory does not have an outdoor exercise yard. However, it has a gym, a library/reading room, a multimedia room, two common rooms, and a communal shower area.

Gym / Exercise Studio

Inmate Prostitutes are encouraged to exercise frequently. According to custodial guard Tong Wai-Kin, the Dormitory management constantly stresses the "responsibility" to keep in shape:

"The girls know they need to remain attractive and desirable to customers, it is their livelihood. Age can be unforgiving."

There are also optional daily work out classes conducted in the gym from 8.30 am to 9.30 am from Monday to Saturday. Classes offered range from pilates to high-intensity interval training.

Multimedia Room

Taipa Women's Dormitory is one of the very few Dormitories in the Altar system which permits Inmate Prostitutes to watch television. However, the content screened in the multimedia room is censored to ensure "appropriateness". Movies or shows with references to sensitive topics such as human trafficking, feminism, women's rights, sexual assault, or modern-day slavery are prohibited. Most of the approved content comprises of cartoons, anime, news shows, and documentaries.

Library / Reading Room

Similarly, the staff makes sure that books in the library do not touch on any inappropriate or sensitive topics. There are collections of books on science, travel, nutrition, nature/wildlife and Chinese history. There are also instructional books about sex and a collection of pornographic magazines.

Common Rooms

The Dormitory has two spacious common rooms with a floor area of approximately 450 sq ft each. These rooms are empty except for rubber yoga mats on the floor, and can be used for a variety of purposes. Inmate Prostitutes are allowed to gather in the common rooms for social time.

Management of Inmate Prostitutes

Self-Policing System

Taipa Women's Dormitory operates a self-policing system which allows Inmate Prostitutes to share responsibility for maintaining order and discipline within their sections. The program is intended to reduce the workload of custodial staff so as to allow them to focus their energies on higher-value tasks, while at the same time allowing Inmate Prostitutes to learn responsibility.

For each section, a section representative is appointed. Appointments are made by staff, and are valid for a month. All Inmate Prostitutes are expected to eventually have the opportunity to serve as section representatives.

Section representatives perform a variety of functions, including:

Ensuring that their section is ready and organized for inspections;
Supervising daily area cleaning;
Collecting and distributing personal amenities on distribution days;
Encouraging their section to exercise and maintain their bodies;
Overseeing the use of recreation facilities, and preventing improper use;
Disseminating staff instructions to their section and ensuring compliance with regulations

Section representatives wear black collars around their necks as identification. Other Inmate Prostitutes can be punished for failing to follow the instructions of their section representative.

Work Requirements

Inmate Prostitutes are required to work 14 hours a day, 365 days a year at Velvet Sauna. Taipa Women's Dormitory seeks to provide a living environment that enables Inmate Prostitutes to focus on their work without distractions, so that they can maximize their earnings and pay off their debts.

In the case of illness or injury, Inmate Prostitutes must be certified unfit for work by a Medical Officer. Medical certificates must be renewed every two days.
Inmate Prostitutes who are unable to work because they are serving out disciplinary sentences (e.g. corrective training or confinement in an isolation cell) must return to work the first day after their sentence is completed.
If any Inmate Prostitute is absent from work for any reason, an absence fee of HK$2,500 per day will be added to her outstanding balance to compensate Velvet Sauna for loss of income for up to 5 days. The absence fee is increased to HK$5,000 per day from the 6th day onwards.

Inmate Prostitutes are required to report for work immediately after Second Inspection. The Attendants' holding room is accessible from the Dormitory by a direct service elevator. Once on the premises, Inmate Prostitutes are in the custody of the clubhouse staff.

Clothing is not permitted when reporting to work; Inmate Prostitutes will be issued the necessary attire and footwear by clubhouse staff if required.

Digital Creator Program

Taipa Women's Dormitory is part of Altar Group's Digital Creator Program. The program offers a supplementary income opportunity to Inmate Prostitutes who are selected to participate. The selection process is competitive, and auditions are required.

Those selected are required to spend 6 hours per week filming content for the AltarOne app. Filming takes place from Monday to Friday, from 10.30 am to 12.30 pm. Each digital creator is assigned 3 shifts per week. Filming takes place inside the Velvet Sauna premises, and the girls report to work immediately after.

The program pays HK$75 ($9.64) per hour. 95% of this amount is applied to the Inmate Prostitute's balance, with the remaining 5% credited to her amanat account. In addition, Inmate Prostitutes who film digital content have the opportunity to build a personal brand in front of a large audience of over 10,000 AltarOne members worldwide, thus potentially leading to more bookings in-person.

Security

Surveillance

Every cell at Taipa Women's Dormitory is equipped with two surveillance cameras to monitor against suspicious behavior or disciplinary violations.

According to Inmate Prostitute Stephanie Byrd:

"The girls are very used to not having privacy. You just assume that someone is watching at all times - even when we're sleeping, bathing or using the toilet."

One camera is placed in the ceiling, and the second camera is embedded inside the cell door. Cameras are tamper-proof and waterproof, and the feeds are broadcast into the operations room.

Additionally, surveillance cameras are also placed in all common areas. An AI-enabled software is used to detect anomalous movements, such as an Inmate Prostitute attempting to escape.

Movement and Transportation

While Taipa Women's Dormitory is a minimum-security facility, security protocols are still applied when moving or transporting Inmate Prostitutes. The policy on the use of restraints is generally more lenient than at most other Dormitories within the Altar system.

For movement within the Dormitory premises (including the service elevators), no restraints are required. Inmate Prostitutes may move freely.
For movement within the Altira complex, such as outcall bookings to hotel rooms, only hand restraints (cuffed behind back) are required. Only Category A Inmate Prostitutes are eligible for outcall bookings.
When remaining in place for 30 minutes or longer outside the Dormitory or clubhouse premises (including when in transit), Inmate Prostitutes are restrained in the "turtle" position, i.e. their hands are tucked under their knees before being cuffed.
For movement outside the Altira complex, restraints are applied to the hands (cuffed behind back), thighs and ankles.

Custodial staff also have discretion to apply restraints at any time if they have reason to believe that there is a risk of a security breach or a disciplinary violation.\

Custodial Guards

Taipa Women's Dormitory houses a team of 18 custodial guards from the Skyshroud Custodial Unit. The team comprises four sections of four guards each, plus the Superintendent and the Sergeant. There are four guards on duty at any one time, including a designated Duty Guard Commander. Guards work 24 hour shifts, followed by 24 hours of rest. They are equipped with pistols and tasers.

Although the custodial guards are employees of Skyshroud, they are on official secondment to Altar Group, and report to the General Manager of Velvet Sauna.

The Duty Guard Commander is responsible for conducting inspections and accounting for every Inmate Prostitute within the facility three times per day. He is also chiefly responsible for ensuring that regulations are being adhered to.

Some of the guards have cordial personal relationships with Inmate Prostitutes. It is customary for each duty guard to choose an Inmate Prostitute to take out on a "date night" to his staff quarters each night - sometimes overnight. In general, "date nights" are sought-after occasions amongst Inmate Prostitutes because they offer an opportunity to spend the night in the relative comfort of a bed rather than sleeping on the hard concrete floor.

Regimentation and Discipline

Although Taipa Women's Dormitory is classified as a minimum-security facility, it nevertheless maintains a regimentation and discipline framework with the intent of ensuring that Inmate Prostitutes are fully focused on their work and careers without any distractions. These rules are enforced by Superintendent and his custodial staff.

Sexual Access and Sexual Service Requirements

Inmate Prostitutes do not have the right of consent to sexual interaction with any other person. They are bound by the sexual access requirement, which stipulates that an Inmate Prostitute must promptly allow and facilitate sexual access to her body whenever demanded, as well as the sexual service requirement, which stipulates that an Inmate Prostitute is required to immediately comply with any instruction to provide sexual service.

Inmate Prostitutes are also required to put in their best effort every time they are required to provide sexual service, failing which they can be charged with malingering.

Attire and Presentation

Permitted Attire

Taipa Women's Dormitory allows Inmate Prostitutes to own and wear clothing as long as the standard sexual access and sexual service requirements are adhered to. This means that every Inmate Prostitute's pussy should be clearly visible and accessible at all times. As such, bottom coverings of any kind are not permitted under any circumstances. Each Inmate Prostitute is issued one white top during in-processing.

Inmate Prostitutes are not permitted to wear clothing during inspections, when inside an administrative office, or during private audiences with senior offers. Additionally, staff members have the authority to instruct an Inmate Prostitute to remove her clothing at any time.

Clothing must be purchased from the commissary using Amanat funds. Approved clothing items include white tank tops, sleeveless tops and T-shirts, with prices ranging from HK$450 ($57.90) to HK$520 ($66.90). All tops must end at least 4 inches above the navel. Inmate Prostitutes with the rank of Senior Attendant are permitted to wear either the standard tops or their black stockings and high heels, but not both at the same time.

Personal Presentation Requirements

Every Inmate Prostitute is personally responsible for ensuring that her pussy is visible to any person within her immediate vicinity (a radius of 3 meters in all directions) or within her direct line of sight (a distance of 10 meters straight ahead) at all times, including when she is sleeping. This means that she should consciously avoid adopting any posture or position which may inadvertently obscure her pussy from view.

It is strictly prohibited for an Inmate Prostitute to cover her breasts or pussy with her hands or any other item, with violators subject to disciplinary action for the offense of "improper presentation".

Additionally, every Inmate Prostitute also has the responsibility to ensure that both her pussy and ass are "serviceable" at all times, i.e. sufficiently lubricated for penetration. All Inmate Prostitutes are provided with standard-issue anal plugs which gradually release small amounts of oil or silicone-based lubricant once properly inserted. In the event that an Inmate Prostitute is found to be "unserviceable" when required for staff use, she may be subject to disciplinary action for the offense of "improper presentation".

Usually, the offense of "improper presentation" is considered a minor offense, and is dealt with by way of informal punishment. However, repeat violators may be liable to face formal disciplinary charges for the offense of the much more serious offense of insubordination.

Inspections

Inmate Prostitutes at Taipa Women's Dormitory are subject to three routine inspections per day. In addition, they may also be subject to any number of ad-hoc or unscheduled inspections. Attendance at each inspection is mandatory, and adherence to the correct form and etiquette is strictly enforced. While awaiting inspection, fidgeting or other unnecessary movement is not permitted.

Inmate Prostitutes are not permitted to wear any clothing, footwear or accessories during inspections. In the case of an unscheduled inspection, Inmate Prostitutes are required to remove all clothing and fold it in a neat pile to their right.

During a routine inspection, each Inmate Prostitute is required to wait in the proper "at attention" inspection position until ordered to report by the duty guard. Upon hearing the command "report", she should reply in a loud and clear voice:

"Inmate Prostitute [number] reporting for inspection, Sir!"

She may lower her arms and assume the "at ease" kneeling position after hearing the command "carry on", and may resume normal activities upon hearing the command "dismissed".

During inspections, Inmate Prostitutes are expected to be properly cleaned and groomed, and their cells are expected to be clean and in good condition.

Deference Towards Staff

Inmate Prostitutes are required to behave in a respectful and deferential manner towards members of staff. This includes:

Addressing staff members as "Sir" or "Boss";
Not speaking unless first spoken to; permission must be sought before replying;
Using both hands when presenting or receiving an item;
Removing all clothing before entering a staff members' office or private quarters;
Displaying a positive attitude whenever required to perform sexual service;
Thanking staff members after sexual service, and when dismissed;
Never spilling a staff member's seed;
Always asking staff members how they would like to finish;
Humbly accepting any discipline deemed appropriate or necessary by a staff member.

In practice, certain staff members at Taipa Women's Dormitory have a more relaxed and informal attitude towards the Inmate Prostitutes, and rules are not always strictly enforced.

Physical Discipline

Absolute Prohibition on Orgasms

Like all other Altar custodial facilities, Taipa Women's Dormitory applies an absolute prohibition on orgasms, and a zero-tolerance policy for violators. Exceptions are never allowed. Staff members who allow Inmate Prostitutes to orgasm are subject to disciplinary action.

Restrictions on Masturbation

Taipa Women's Dormitory allows Inmate Prostitutes to masturbate in a supervised setting, under specific conditions. It is the personal responsibility of each Inmate Prostitute to ensure that she does not masturbate herself to orgasm.

Inmate Prostitutes may masturbate if directed to do so by a staff member

Selected Inmate Prostitutes may be permitted to masturbate during "incentive sessions", which are held every first day of the month, as a reward for good performance
